Welcome to ARHAuckland Regional Holdings (ARH) is a statutory, council-controlled, investment management organisation, which provides sustained funding to the Auckland Regional Council for regional infrastructure programmes, mainly transport and stormwater. ARH's prime objective is to generate optimal returns from its investments, while acting in the best long-term interests of the Auckland region. ARH has an investment portfolio comprising: ARH's $1 billion asset base (as at 31 December 2008) produces returns for ARH to distribute to the Auckland Regional Council (ARC). In its first five years since inception ARH has distributed $496 million to the ARC. ARH is a statutory entity, established by the Government to ensure prudent management of regional assets. It has a board of six directors and a small team of specialist managers. It is a council controlled organisation (CCO) accountable, through its Statement of Intent, to the Auckand Regional Council. The successor to Infrastructure Auckland, ARH is specifically charged under the Local Government (Auckland) Amendment Act 2004 to "manage its assets prudently and to act in the long-term interests for the benefit of the Auckland region". Since inception, Auckland Regional Holdings has: Transformed and diversified the $1 billion ARH portfolio under a robust long term framework while maintaining sufficient liquidity to provide $496 million to the ARC over 2004-2009, Managed the 2005 Ports of Auckland takeover and developed initiatives for port rationalisation. ARH believes in principle that some form of port rationalisation has strong merit and is committed to playing its role in achieving the optimal outcome for the long-term benefit of New Zealand, Taken a lead role in the realisation of an historic and award-winning 2007 Framework Agreement which drives the multi-party governance for Auckland's waterfront land on Wynyard Quarter, and Established Sea+City Projects Limited which is driving the transformation of the Wynyard Precinct. ARH does not make grants, nor evaluate projects. It distributes funds to the ARC in line with an agreed Long-term Funding Plan. The ARC determines how the funds are allocated to regional transport and stormwater programmes. ARH plans to distribute $448 million to the ARC over the next decade. As an investment management entity, ARH has clearly defined investment objectives and a risk management framework to meet its statutory obligation of manageing its assets prudently. |
